Why are there options in my report that aren't in the survey?

In the flows you have created and saved, you can change the options or markings in the question and update the flow again. If there is a difference in the answers in your flow after this process, you can check whether the answer options and option keys of the question are the same by going to the 'Define Key' tab from the 'Settings' section of the question. If not, correct options are written to the option keys.

If you use your flow in multiple languages, make sure that the option keys for the flow are written in the default language. 

E.g. In a satisfaction survey where the default language is English but you have added Turkish as well, the option key of "Very Good" should not be "Çok İyi" in any case. The option key should always say "Very Good" so that the results in the reports are in the default language.
